Pets in Ecuador


Be sure you know the rules when you take a pet to Ecuador.

When Merri and I lived and traveled in Ecuador, our hound “Ma” always came along.

Getting Ma to Ecuador was easy.  She was a fully registered service dog (I have some health imbalances she helped with). She could enter stores, hotels restaurants etc. and she was superbly trained to do so.  Any airline that flew into and out of the USA provided her a free seat.

Once we touched down in Ecuador, there was a different story.

We had the words for service dog stenciled in English and Spanish on her work uniform, but in Ecuador her roll as a service dog was granted as a courtesy, not by law.

We had studied and knew all the rules in the US and in Ecuador and followed them carefully.

Ecuadorians are amazingly courteous people  so we rarely had a problem regarding Ma.

However we found that customs agents (both in Ecuador and the US) did not always know the rules.   Once we were detained in Miami by a Customs drug sniffing dog handler who believed we were agents with the Beagle Brigade agricultural sniffing dogs in his area.  I guess there was a turf war.  A supervisor finally sorted the agent out.

Another time, a US customs agent simply did not know what to do.  That was “call a supervisor please” time again.  Once a security guard coming in presented a problem.  Another time an Ecuador vet wanted to give Ma an unneeded rabies shot.  We stood our ground.  “No Way!”

In one incident, a hotel declined to let Ma stay.  We had about 50 tour guests staying with us, at the same hotel, so the manager sorted that one out.

Another time, a pilot on Tame Airlines would not let us board a flight from Quito to Manta because I did not look blind.  We had about 50 tour guests with us on that flight.  Fortunately it took a couple of phone calls to friends who ran security at the airport to explain that Ma was a seizure alert service dog, not a seeing eye service animal.  Then the pilot let us board.

In each of these cases we were able to talk our way through the problem because we knew the rules.  Speaking the truth forcefully usually works.  Plus most people love dogs so they want to let them in or through.

You can take your pet to Ecuador.  Mostly the process will be easy and trouble free.  Yet there can be an occasional hitch along the way.

BRINGING YOUR PET TO ECUADOR

We have strong feelings for the pets with which many of us share our lives.

Our pets are a source of joy and comfort and an important responsibility too. Whether on a short or long trip, we cringe at the idea of leaving them behind so on many occasions they travel with us.

Traveling with pets is a growing trend so when you relocate there are a lot of elements to consider when traveling with your pet or bringing him or her into another country.

In this article I am going to concentrate on the main elements needed to bring a cat or dog from anywhere in the Americas to Ecuador.  The requirements are slightly different for pets coming from other areas and also for other types of pets.

There are many agencies that provide comprehensive services and information regarding the transport of pets to and from other countries. This can include all needed inspections and certificates.

Before considering bringing your pet to Ecuador, you should first consult with a veterinarian if your pet is suited for air travel. Some pets may not fare well in air travel due to their age, their breed or to specific health considerations.

Air travel for pets under 12 weeks old is generally not recommended, due to the stress they may endure.

The main step is the obtainment of a pet export certificate issued by the official veterinary service in your place of origin. This certificate must contain and be accompanied by several requisites, as will be highlighted further below.

Once your pet arrives to Ecuador, if it is delivered to you as you retrieve your baggage, it will become nationalized upon the presentation of the above-mentioned export certificate and an inspection from an officer from AGROCALIDAD, the local control agency.

The carrier must notify local inspectors with at least 72 hours of anticipation about the arrival of a pet.

If the pet has arrived with you in the passenger cabin, then the presentation of the veterinary export certificate will suffice, with no further inspection from AGROCALIDAD.

If, however, the pet is taken to the cargo storage area, the owner of the pet must present the certificate to an officer from AGROCALIDAD at such site, along with a certificate of deposit for $26.21 for the inspection of each animal and the issuance of an import permit.

The payment of the inspection, if warranted, can be made at Banco del Pacifico, Banco de Guayaquil or BANECUADOR.

If you wish to travel with your pet outside of Ecuador, AGROCALIDAD will issue an export certificate that will be valid to re-enter Ecuador with your pet for up to 30 days, after which you’d need to obtain an export certificate.

There are several requisites for dogs or cats coming from America.

The export certificate must establish that the pet underwent a clinical exam by a duly authorized veterinarian doctor. This exam must be made within 10 days of the travel date. The pet must be found to be healthy, without symptoms of contagious or infectious disease and without visible ectoparasites such as ticks, fleas or mites.

The certificate must establish the identification (name), breed, gender, color and the age of the pet.

A vaccination card or certificate must also be included. It must be up to date with the required vaccinations in regards to the age of the pet.

The dog must have received all vaccinations in accordance to its age, but none within 21 days prior to the travel date, for the following diseases:

For dogs:

Carre Disease (Distemper)
Canine hepatitis (Leptospira Caniicola & Icterohemoragiae)
Canine parvovirus
Parainfluenza
Rabies (for dogs over 3 months old)

For cats:

Rhinotracheitis
Panleukopenia
Calicivirus
Rabies (for cats over 3 months old)

The date of the immunization and the type and brand of the used product must be specified.

The certificate must also establish that the pets have been treated for external parasites within 21 days from the travel date, specifying the treatment date and the active substance.

The pets need to have been allotted special cages, which have been cleaned and disinfected before being used, and which abide by IATA air transport regulations.

The pets need to have been identified and inspected at the moment of embarkation by an officially authorized veterinarian which has found the pet to be in normal health, without tumors, fresh wounds or in healing process, nor signs of disease requiring quarantine, or which may be transmissible, or the presence of external parasites. This certificate must also be presented.

It should be noted that nowadays airline carriers have become more flexible towards allowing pets to travel in the passenger cabin along with their owners. This is usually the case for pets weighing up to 20 pounds or so or that may fit comfortably under the seat, with service and comfort pets receiving special consideration. It is advisable that you try and get a direct flight, whenever possible.

Those wishing to travel with pets should coordinate with the carrier with due anticipation to verify it’s pet policies, space availability and any special requirement they may have, including the pet crate specifications.

Ecuador Pet Regulations


Ecuador pet regulations allow easy access to pets in Ecuador.

Pets are important for many people who wish to bring them to Ecuador.

We have a dog named Ma. Actually she is really a fairy princess in disguise, but she travels with us to Ecuador as a pet so we have been through the process about a dozen times. This note is based on our experience and what we have been told by the Florida agriculture department and our vets.

We have also helped numerous clients brings down their dogs. We are told the same rules apply to cats.

There are two issues, those relating to the government regulation and those relating to the airline.

First, check with the airline, whether your pet travel in the plane or in the hold?

Each airline has a weight limit on pets that travel in the cabin, usually around 20 pounds. Some airlines only allow one pet in the cabin on each flight. Picture two dogs in a fight at 30,000 feet and you can imagine why.

Check with the airline you will use before you buy your ticket. We have found that not all airline employees know all the rules so we usually check twice at different times. Make sure you get the same answer twice!

If your pet is traveling in the hold, make sure of the weather. Some airlines will not carry pets during hot seasons. There is a risk of overheating. Pets have died in overheated holds.

We also recommend that you check that the flight will not be making layovers anywhere that has a hot climate

Next ask whether you Ecuador pet will travel in the hold as a pet or as cargo.

If your pet and cage weigh 100 pounds or more, baggage regulations require that they travel as cargo. Tariffs increase, plus your pet must be loaded at a different place rather than your check in counter.

This covers our experience to date. Different airlines charge different amounts for pets. We find that fees and rules change so we always check with the airline again before we buy our tickets.

Next you must comply with US and Ecuador pet regulations.

Ten days before the flight a vet, (it is best to use one that has attended a US Dept. of Agriculture course on this) must inspect animal for vaccinations and give a certificate of good health. If a vaccination has exired and you do not want to renew it, you can request a titer.

It so happens that our friend and neighbor Jose Sativa, an animal vet who has an animal feed store opposite Meson de las Flores, and also a wonderful mini-ranch with horses just on the edge of town has a soft spot for dogs too. He has two very well trained and groomed dobermans. A third friend is Doctor Alban, the vet who treats and certifies Ma, Gary and Merri’s hound dog.

A dream was born. A foundation will be set up to open an animal clinic where stray dogs will be first fed regularly, then treated and finally spayed or neutered. The aim is to then have the clinic open at least one day a week for free treatment of the pets of the local townsfolk too.

One reason why there is an abundance of strays is that folks start off with good intentions when they buy or take on dogs but then find it a struggle to provide for them.

Here is Lee’s first story about living in Ecuador – a community sense of belonging develops as he helps a new found friend he christened “Hairless”.

“A few weeks or so ago while I was staying at Meson de las Flores an almost wild looking dog was walking up the sidewalk and looked very bony and had very little spirit in his eyes.

I quickly got some dog food and tried to get him to come to me, but he kept a distance of about ten or twelve feet. Realizing he was not going to come close enough to pet him, I dropped a good portion of dog food for him to eat and stepped back far enough that he ate the food quickly and was wanting more.

After giving him a second helping he ran off and I did not see him for a couple of days.

Anyways, after a week or so of feeding him off and on, he let me pet him and that is when I saw that 65% to 70% of his hair was missing!

I had told my wife about him and as she was in the US she said she was hoping he would be there when she returned to see and help him. Shortly after her return he showed up and she was taken back by his appearance, but by this time he and I were good friends and she saw how affectionate he was and wanted to help him.

As chance would have it, a local vet across the street had come over and said he needed a shot to get rid of certain parasites that were depleting him of nutrition and hair! After finding out it would only cost $2.50 for the injection we went to his office and I held him while the vet gave him the shot.

The next day he showed up and I bent down to pet him, but after a while I stood up and he grabbed at my hand to play! He was getting better in just 24 hours!

Today we saw him and fed him as we talked to him and petted him and he has hair filling back in already! He is such an affectionate dog for having gone through the hardships he has and will or would make a great pet for someone…….it may even be us! It is amazing what a little food and a little medication can do to help the less fortunate animals running the streets.”

This is a project which will hopefully take off because Lee and Peg are so passionate and enthusiastic about helping the dogs that it’s contagious so two recent visitors left donations to help pay for the shots.
